FAS EXPERT COUNCIL DISCUSSED INTEGRATED DIGITALIZATION IN THE AGRO-INDUSTRIAL COMPLEX

The project will be a significant contribution in the achieving the goals of the National Projects and the Agriculture Development Programme

On 15 November 2019, FAS Expert Council on the Agro-Industrial Complex discussed a concept of integrated digitalization of the agro-industrial complex.

The concept is devised by the Technology Transfer Centre (TTC) formed on the basis of Higher School of Economics – National Research University in line with a FAS Order 1 issued upon considering a petition for “Bayer AG” buying “Monsanto Company”.

The concept suggested by TTC is aimed at enhancing competitiveness of domestic agricultural products, increasing marginality of agricultural production, and decreasing losses along the entire product chain.

“It provides for creating a digital ecosystem for the agricultural sector based on a common platform and comprising three main contours: the state contour, a digital farm and the counteragents’ contour”, pointed out TTC Director Mikhail M. Kharchenko.

Deputy Head of FAS Andrey Tsyganov, commented the outcome of the discussion on the proposed TTC concept: “Undoubtedly, the threat to Russian agro-industrial complex from digital solutions does exist, which creates problems for national security. The project suggested by the Technology Transfer Centre will be a weighty contribution in achieving the goals of the National Projects and the Agriculture Development Programme. At the same time, the project cannot be implemented without state participation at all levels. Taking into account the integral nature of the proposed concept, a broad range of stakeholders, representing the interests of the state and business should be engaged already at the pre-project stage”.

Taking into account that one of the projects goals is to develop a maximum convenient infrastructure for digital solutions in the Agro-Industrial Complex, we call upon the market participants to join the work on the project and give their comments and suggestions” pointed out Anna Mirochinenko, Head of FAS Department for Control over the Agro-Industrial Complex.

Representatives of the Federal Tax Service, the Bank of Russia, Financial Research Institute of the Ministry of Finance of the Russian Federation, “Moscow Exchange” PJSC, “Agroleasing” JSC and the business community lobbying the interests of producers of agricultural and food products, mineral fertilizers and plant protection agents, IT-solutions  took part in the discussion.
