MOSCOW OFAS EXPOSED 130-MILLION RUB CARTEL INVOLVED IN HOSPITAL REPAIR

Cartel members implemented an anticompetitive agreement in the course of 20 auctions

“Intep”, “Integra”, “Quinta” and “Crown” took part in the auctions organized by City Clinical Hospital named after на выполнение работ по ремонту to repair hospital premises. The total initial price for all contracts was 128.4 million RUB.

Having analyzed the materials forwarded form Moscow Prosecutor’s office, Moscow OFAS Commission found that the auctioneers acted in the interests of each other, which violated Clause 2 Part 2 Article 11 of the Federal Law “On Protection of Competition”.

As a result, “Intep” and “Integra” concluded contracts with insignificant reductions of the initial prices (from 1% to 6%) at 20 auctions, and as a result “Intep” Ltd. won auctions for the total sum – 31.8 million RUB and “Integra” Ltd. - 92.5 million RUB.

Liability for anticompetitive agreements is specified in Part 2 Article 14.32 of the Code on Administrative Violations: administrative fines up to 50% of the initial auction price for up to 50,000 RUB for top executives.
