ANDREY TSARIKOVSKIY HAD A WORKING VISIT TO TATRSTAN

“Cartel is one of few criminally liable economic crimes”, pointed out Andrey Tsarikovskiy, opening joint training workshops on exposing and suppressing cartels that took place on 26-27 November at FAS Centre for Education and Methodology in Kazan

Visiting Tatarstan, Deputy Head of FAS opened joint training workshops on cartel exposure, took part in a meeting on the National Competition Development Plan and visited Tatarstan OFAS.

He emphasized to the workshop participants that Article 178 of the Criminal Code will be improved following an Order of the President of the Russian Federation aimed at countering cartels and reinforcing liability for them.

“With the damage incurred by cartels to the economy, which reaches hundreds of billions RUB, criminal cases are necessary for such offences”, added Andrey Tsarikovsky. “Our latest antimonopoly cases are investigated in very close cooperation with the enforcement bodies. These cases are very complicated, and investigating them jointly with the law enforcers, and each of us does one’s bit: obtaining evidence throughout intelligence operations, making analysis and studying open data”.

Andrey Tsarikovskiy took part in a meeting on implementing the National Competition Development Plan in Tatarstan.

The meeting was chaired by Prime-Minister of Tatarstan, Alexei Pesoshin. He reminded that considerable efforts are being undertaken in Russia to develop competition. For instance, the National Competition Development Plan is approved and a relevant Road Map is drafted for particular sectors, and the State Council of the Russian Federation held a special session on developing competition in the regions.

Alexei Pesoshin thanked FAS top-officers for assistance in implementing the Competition Development Standard in regions, drafting and introducing the guidelines and support in regulating natural monopolies in manufacturing.

Andrey Tsarikovskiy described the efforts in Russia in the part of competition development, the basis of which is a strategic planning document – 2018-2020 National Competition Development Plan. The document objective is to increase consumer satisfaction, economic efficiency and competitiveness, sustainable growth and developing mixed economy.

During the visit, Andrey Tsarikovskiy also had a meeting with the staff of Tatarstan OFAS.
