ONLY MARKET CAN SET FAIR PRICES
According to Head of FAS Department for Regulating the Fuel-and-Energy Complex and Chemical Industry, the process of perceiving the exchange as a pricing centre continues
Dmitry Makhonin took part in the session - “5 years of exchange trading with natural gas – conclusions and prospects” at the “Commodities Exchange Markets” Annual International Forum organized by SPIMEX, where he talked about developing exchange gas market.
“In spite of exchange trading reduction, exchange trading is developing”, emphasized Head of FAS Department for Regulating the Fuel-and-Energy Complex and Chemical Industry.
He reminded about FAS-drafted Rules for non-discriminatory access to gas transportation services via major pipelines, gas-distribution stations and gas storage services.
Dmitry Makhonin also informed about amendments to No. 1035 Governmental decree, which in his view, “will eliminate a legal gap”.
He added that “the Criterion of regularity and evenness of exchange trading must apply to all types of exchange commodities”.
Finally, Dmitry Makhonin called upon market participants to have a dialogue and reach compromise solutions, enabling to achieve quality changes on the gas market through the prism of exchange quotations.
Natalia Yakovenko, Deputy Head of FAS Department for Regulating the Fuel-and-Energy Complex and Chemical Industry explained how common rules for access to information systems are formed and reminded about the need to promptly submit approved projects to the EAEC.
She concluded that “documents for developing exchange will be drawn in view of the practical experience of exchange trade in Russia. Documents on developing trade in the common gas market will be drawn in view of the practical experience of exchange trading in Russia. EAEU countries emphasize the importance of liquidity exchange trading for market gas pricing”.
