The participants of the I All-Russian “Rally” of the Public Councils of the Antimonopoly Service discussed controversial issues related to fulfilling the National Project on “Small and medium business and support of individual entrepreneurship”

The session was opened by Alexnder Kalinin, President of “OPORA RUSSIA” Small and Medium Business” Ltd., President of “OPORA” Non-Profit Association: “The National Project for support of small and medium business is big help for us. I think that now small business NGO, the Chamber of Commerce and Industry, as a small business development institution, have a unique opportunity, particular, using that for the first time the state has approached development of small and medium business as a national priority, and require executing exactly the targets set in the National Project”.

Executing the National Project should result in increasing employment in SME to 25 million people by 2024 ad the GDP share of small and medium business to 32.5%. Also the export share of small and medium companies in the total non-resource export should increase from 8.6% to 10%.

Head of FAS Fiscal Control Department, Vladimir Mishelovin, who took part in the discussion, outlined several problems in fulfillment of the National Project.

He emphasized that support is especially needed to “novice” entrepreneurs, particularly in the first three years.

“Small business cannot get on feet immediately, it should be supported for some period, and then the number of small companies will be growing consistently”, stated Vladimir Mishelovin.

“It is essential to not only financially support small and medium business but also work on shaping demand for goods and services that SME can provide”, pointed out Head of FAS Fiscal Control Department, wrapping up his speech.
