THE GOVERNMENT CHANGED THE CONDITIONS FOR CALCULATING WATER TARIFFS
Now regional Governors can make decisions to set one- or two-part hot-water tariffs in the subjects of the Russian Federation
On 30 November 2019, the Government of Russia passed a FAS-drafted Decree1, which adds to the procedure for forming one-part tariffs for hot water in closed hot water supply systems.
The Decree gives regional Governors or bodies authorized by Governors the right to decide whether hot water tariffs in a closed system shall be one- or two part tariffs.
The Decree also determines the rules for calculating ne-part tariff that earlier were not regulated. It will be set by a tariff regulator per 1m³ of hot water and comprise the costs of 1m³ of cold water and the costs of heating it.
Deputy Head of FAS Vitaly Korolyov commented the Decree: “The novelties eliminate legal uncertainty and variability of interpreting the norms of the law in the Russian Federation, becoming a next step towards improving and systematizing tariff setting for the housing-and-utilities services”.
