DEVELOPING COMPETITION IN THE ENERGY SECTOR WAS DISCUSSED AT AN INTERNATIONAL WORKSHOP
FAS shared its experience of antimonopoly control in this field
On 10 - 12 December 2019, OECD Regional Competition Centre in Budapest – Hungary’s Competition Authority organized a workshop on the “Competition Rules in the Energy Sector” in Budapest (Hungary). FAS was represented at the event by Deputy Head of FAS Department for Regulating the Electric Power Industry, Sergey Dudkin, and Deputy Head of Moscow OFAS, Nikita Poleschuk.
The workshop focused on general issues of competition in the energy sector, the unique specifics of the sector that must be taken into account analyzing the state of competition.
Sergey Dudkin made a report on “Developing competition in the energy sector of the Russian Federation” where he informed the foreign colleagues about demand aggregators, selection of projects focusing on renewable energy sources, smart metering on the retail electric power market, setting non-regulated prices by the provider of last resort, and expanding the electric power system and wholesale market in the Russian Federation.
Nikita Poleschuk spoke about antimonopoly control over the energy markets of Russia. He shared the experience of analyzing the state of competition on the relevant markets and explained FAS practice on merger control, particular, issuing conduct requirements to energy companies in M&A.
