FAS IS THE WINNER OF THE ALL-RUSSIAN CONTEST – “THE BEST STAFFING PRACTICES AND INITIATIVES IN THE SYSTEM OF PUBLIC AND MUNICIPAL ADMINISTRATION”

FAS won the contest organized by the Ministry of Labour of the Russian Federation – FAS Public Service Department developed the “Programme for training positive changes leaders #FASLeaders”

 

An in-house #FASLeaders contest has been organized in 2019 for FAS public servants that are included in the “efficient personnel pool”.  The main objectives are to strengthen the personnel potential of the antimonopoly body and to search, develop and support prospective candidates ready for positive changes and leadership tasks and possessing high level of professional and managerial skills.

 

The Contest Organizational Committee is chaired by Deputy Head of FAS, Alexei Dotsenko and Head of FAS Public Service Department Ekaterina Belousova.

 

Alexei Dotsenko: “As you know, the national contest - Leaders of Russia has been organized for already several years. A number of finalists of this contest are employed by FAS. So this year we also decided to organize a similar contest for the Antimonopoly Service.”… “I very much hope that this mechanism will help participants to better understand themselves, improve their skills and certainly get career promotion”.

 

The project was overseen by Elena Kosyanchuk and Elena Bobrova, Deputies of Head of FAS Public Service Department, and Anton Teslenko, Deputy Head of FAS Anti-Cartel Department and a finalist of the Leaders of Russia.

 

FAS Centre for Education and methodology and Kazan provided significant organizational and methodological support.

 

A course was developed for the Contests, comprising 11 specially compiled cases, 8 in-person master-classes and 18 video-lectures on antimonopoly regulation that were aimed at developing personal efficiency, managerial and communication skills. The contest participants repeatedly took part in academic and sport events and competitions, and were tested to evaluate knowledge and skills which allowed to identify the most competent and talented specialists among them.

 

The winners were announced by Head of FAS Igor Artemiev at the VI BRICS Competition Conference on 17 September 2019:

1. Iskander Khasanov — Crimea OFAS;

2. Elena Er’kina — Mordovia OFAS;

3. Alexander Godovanyuk — Krasnoyarsk OFAS;

4. Pavel Palkichev — FAS Anti-Cartel Department;

5. Nikita Poleschuk — Moscow OFAS;

6. Fatima Konieva — FAS Anti-Cartel Department.

 

Background:

The contest started on 15 April 2019 and lasted till 17 September 2019.

250 people registered as its participants, representing человек, 163 of whom successfully completed all tasks at the preliminaries, 64 took part in the in-person semi-final, 30 got to the final, and 6 finalists became the winners.
