KHABAROVSK OFAS EXPOSED AN “KHOLDOMI” CAMP ANTICOMPETITIVE AGREEMENT
In July 2019, the Office of the Federal Antimonopoly Service in the Khabarovsk region opened a case against “Youth House” Territorial State Autonomous Institution, “Extreme Service” Ltd. and “Flagman” Ltd. upon elements of violating the Federal Law “On Protection of Competition”*
The entities violated the law by breaching the statutory bans on concluding agreements between auction organizers and (or) creating preferential conditions for some participants, unless otherwise provided for by the law of the Russian Federation.
The case was opened upon information in mass media about “Flagman” Ltd. purchasing standard frame tents for accommodation in the camp based in the “Kholdomi” tourist compound. OFAS analysis exposed elements of violating the antimonopoly law.
The Commission of Khabarovsk OFAS found that actions of “Youth House” Territorial State Autonomous Institution, the Youth Policy Committee of the Government of the Khabarovsk region, “Extreme Service” Ltd. and “Flagman” Ltd.violated the Federal Law “On Protection of Competition”*.
The case materials are forwarded to the competent officer of Khabarovsk OFAS to open an administrative case.
Head of FAS Anti-Cartel Department, Andrey Tenishev commented: “Such collusions are an especially cynical phenomenon, underlined by someone’s greed and desire to gain illegal profit. For example, a cartel was organizing children’s leisure and recreation near Syamozero in Karelia, a cartel member was supplying food products to Suvorov Military College in Ulyanovsk where cadets got poisoned. Mercenary motives in such cases ultimately lead to breaching the basic safety norms”.
