FAS EXPLAINED THE SPECIFICS OF CONNECTING TO HEAT AND WATER SUPPLY SYSTEMS
FAS Department for Regulating the Housing-and-Utilities Complex drafted Explanations to ensure unified enforcement practice in the field of tariff-setting and connecting to the systems of heat supply, water supply and (or) water drainage
The Explanations published on FAS official web-site detail the following issues:
- Applying Clause 16 of the Rules for connecting (technological connection) to heat supply systems, including the rules for non-discriminatory access to the services of connecting to heat supply systems.
- Providing documents and materials to estimate payments for connecting to heat supply, water supply and water drainage systems;
- Refusals to set a fee for connecting to heat supply, water supply and (or) water drainage systems, etc.
In particular, the Explanations clarify the specifics of applying the new procedure for estimating and charging a fee for connecting to a heat supply system for the category of applicants, the load on which does not exceed 0.1 Gcal/h1.
According to Head of FAS Department for Regulating the Housing-and-Utilities Complex, Alexei Matuykhin, the Explanations are drafted for regional executive bodies specializing in public tariff regulation so they can apply a unified approach to set the fee for connecting to heat supply systems in 2020 and subsequent regulatory periods.
The Explanations are forwarded to FAS regional Offices and the relevant executive bodies in the subjects of the Russian Federation.
