2020 TARIFF CAMPAIGN BEGINS FOR FAS ONLY NOW

According to Ivan Stepanenko, a decreasing number of complaints to FAS indicates achieving a better understanding of the situation and a consensus between the parties involved.
Talking about the results of 2020 tariff campaigns, Unit Head, FAS Department for Regulating the Fuel-and-Energy Complex and the Chemical Industry, Fatima Abaeva, informed that there are not that many complaints with regard to the Fuel-and-Energy Complex.
This is because elements of retail prices for natural gas are set by FAS and the Antimonopoly Service also control observance of their level and application periods.
In her comments, Fatima Abaeva also pointed out that setting retail prices for natural gas in view of the ceiling indices, mechanisms of compensation should be applied as specified in No. 400 Decree of the Government of the Russian Federation.
Suren Oganisyan, Unit Head, FAS Department for Regulating the Housing-and-Utilities Sector, drew special attention of the regulators to the timeframe for submitting documents to FAS on approving excesses of the ceiling levels of tariffs for combined generation. In 2019 FAS overturned 3 decisions where the ceiling levels had been exceeded.
"It is important to file applications with an extended rationale of the need to exceed the ceiling levels in advance, so that tariff decision-making takes place without violating the deadlines and procedures caused by the “human factor” and technical failures", explained the FAS representative.
