FAS REFINES THE TARIFF-SETTING TO ATTRACT INVESTMENTS IN THE SOLID WASTE TREATMENT SECTOR
The antimonopoly authority specified the procedure for approving the methods and values of long-term tariff regulation parameters of solid municipal waste treatment for concluding concession agreements at tenders or as a private initiative
To execute transparent tariff policy, FAS drafted changes to № 484 Decree of the Government of the Russian Federation “On pricing in solid municipal waste treatment” of 20 May 2016.
A draft regulatory act is designed to streamline approval of methods for regulating tariffs and values of long-term tariff parameters by tariff regulators for concession agreements regarding facilities for treatment, disinfection and disposal ofsolid municipal waste.
The FAS draft also allows setting long-term tariffs for regulated types of activities in solid municipal waste treatment if the parties to an agreement made arrangements to change long-term parameters of concessioner’s operations and pre-approved such changes with the tariff regulator in accord to the procedure specified in the draft act.
Head of FAS Department for Control over the Housing-and-Utilities Sector, Alexei Matyukhin emphasized: “Introducing the proposed changes will make the procedure of concluding the agreements designed to attract investments to solid municipal waste treatment clearer for all parties involved, and the tariff-setting mechanism – transparent”.
