FAS RECEIVED PROPOSALS ON IMPROVING THE 2021-2025 COMPETITION DEVELOPMENT PLAN
The Antimonopoly Service continues working on a draft new National Plan jointly with experts
26 proposals have been so far submitted from members of FAS Public Council on the draft 2021-2025 National Competition Development Plan. They concern public procurement at the national, regional and municipal levels, the housing-and-utilities sector, the construction industry, distribution of natural resources, healthcare, development of exchange trade, small and medium business, and fair competition. FAS has considered all submitted proposals carefully.
Earlier, members of the FAS Public Council assessed achieving the targets of the 2018-2020 National Competition Development Plan in 2019 and shared the ideas for improving the results.
Head of FAS Legal Department Artem Molchanov pointed out: “We heard several good proposals regarding the draft 2021-2025 National Plan. We understand that in general the concept proposed by FAS meets the expectations of NGOs and the Public Council. We agreed that proposals concerning inclusion of new sectors, providing more transparent, pro-competitive approaches in the competitive sphere of the economy will be presented by members of the Public Council. And we will try to discuss them and fulfill with our Expert Councils in a big, broad format”.

1. Dr Valery Bodrenkov (Law), Deputy Editor-in-Chief of the “Competition Law” Journal, an advisor to Editor-in-Chief if the “Jurist” Publishing Group, a member of the FAS Expert Council for developing competition in the construction industry, a member of the Public Council at Novosibirsk OFAS;
2. “OPORA RUSSIA” national NGO of small and medium business;
3. Sergey Kolesnikov, a member of the FAS Expert Council;
4. “Leningrad Regional Chamber of Commerce and Industry” Union;
5. “SIBUR Holding” PJSC.
