FAS ANNOUNCES SWITCHING ITS OVERSIGHT EFFORTS ONLINE
Measures undertaken by FAS due to the COVID-19 pandemics
FAS introduces remote consideration of complaints regarding public procurement, procurement by state-run companies, sectoral tenders, as well as petitions on including procurement participants in the Register of Unfair Suppliers.
From 6 April 2020, FAS Commissions at the Central Office and Regional Offices will be in sessions via video-conferencing with use of “Videomost Plugin”. All interested persons all over Russia will be given access for online connection to sessions.
Links (hyperlinks) to the instruction and invitations to take part in video-conferencing will be sent to the session participants in advance to their e-mail addresses.
To take part in conferences, it will suffice for the interested persons (claimants, defendants) to click the hyperlink at the time appointed for considering complaints or petitions.
Due to numerous enquiries fromcustomers and businessmenabout the rules of procedure under №№. 44-FZ, 223-FZ Federal Laws, FAS informs that the Antimonopoly Service, jointly with the Ministry of Finances of Russia, drafted the relevant documents that will be issued in the near future. The core of the documents is that electronic sites will support the work of customers and businessmen in accord with both № 44-FZ Federal Law and № 223-FZ Federal Law till the end of April 2020 in the same operating mode as usual.
“These measures will support uninterrupted work of customers and businessmen under №№. 44-FZ, 223-FZ Federal Laws and sectoral tenders, ensure online protection of the rights of entrepreneurs without complicating the work of customers”, pointed out Deputy Head of FAS Mikhail Evraev.
