EX-GOVERNOR OF THE IRKUTSK REGON FACES AN ADMINISTRATIVE FINE
Earlier, FAS found that actions undertaken by the former Head and the Government of the Irkutsk region and several companies violated the antimonopoly law [1].
In 2019, Governor of the Irkutsk region, the Government of the Irkutsk region and some entities [2] entered into an agreement that restricted access to the works on an investment project for constructing a new terminal in the Irkutsk International Airport.
As a result of these actions, a private investor for the investment project on construction of the airport terminal was selected without any competitive procedures.
FAS opened a case on an administrative violation against the ex-Governor of the Irkutsk region, qualifying his actions under Part 7 Article 14.32 of the Code of the Russian Federation on Administrative Violations.
Head of FAS Anti-Cartel Department, Andrey Tenishev pointed out: “Rigorous compliance with the antimonopoly law by the authorities guarantees observance of the legitimate rights of economic entities, competition support, saving public funds and successful implementation of infrastructure projects. Special attention should be paid to competitive selection in construction of important expensive infrastructure facilities”.
