ELENA KLOSTER: FAS IS OPEN FOR DIALOG WITH ALL PARTICIPANTS OF THE HEALTHCARE SYSTEM
The Head of the Department for Control over Public Health Service took part in the V Forum of private medical organizations of the Central Federal district
The representative of the antimonopoly authority presented the participants of the event the key goals and objectives of the Department for Control over Public Health Service of the FAS Russia she leads.
The main goals set for the Department for Control over Public Health Service are the prevention of restricting competition and equal access for all participants in the healthcare market, as well as transparent tariff setting and lower prices for medicines and medical devices.
Elena Kloster emphasized that “in the National Plan for the Development of Competition for 2018-2020 in relation to healthcare the importance of increasing the availability of medicines for the population by reducing their cost is noted”.
The Head of the Department for Control over Public Health Service of the FAS Russia also highlighted the tasks that the Department faces in the next 2-3 years. First, we are talking about the harmonization of the regulatory framework in the organization of the compulsory Medical Insurance Fund (OMS), the improvement of legislation in the field of medical and pharmaceutical education, as well as the modernization of the system of state tariff regulation.
“In particular, we have an ambitious task to develop an effective mechanism for state regulation of prices for medical devices,” Elena Kloster said.
In addition, the FAS Russia will continue to pay great attention to ensuring the implementation of the Road Map for the development of competition in healthcare.
“The antimonopoly agency is always open to dialogue. Therefore, we encourage all participants in the health system not only to listen to us as a regulator, but also to take an active part in the discussion and solving of pressing issues. I think that we will have a constructive dialogue that will help us to ensure not only wide access of the population to medicines and medical services, but also improve their quality”, concluded Elena Kloster.
