OVER THE 12 YEARS OF THE FEDERAL LAW 57-FZ - 640 APPLICATIONS AND 117.25 BILLION USD INVESTMENTS RECEIVED

Igor Artemiev discussed the specifics of the Federal Law of April 29, 2008 No. 57-FZ “Procedures for Foreign Investments in the Business Entities of Strategic Importance for Russian National Defense and State Security”

On November 1, 2020 annual magazine “How to Invest in Russia?” published an article by Igor Artemiev, Head of the FAS Russia, on the topic “State policy on control over foreign investments and the latest changes in foreign investment legislation”.

The magazine is devoted to the latest changes in legislation and state policy in the field of foreign investment control in the Russian Federation and is a practical guide for investors planning to implement investment projects in Russia.

Igor Artemiev noted that over 11 years of the application of the Federal Law No. 57-FZ, 640 applications were received by the FAS Russia, and the total investment for transactions approved by the Government Commission amounted to 117.25 billion US dollars.

Besides, Igor Artemiev covered the features of the Federal Law of April 29, 2008 No. 57-FZ “Procedures for Foreign Investments in the Business Entities of Strategic Importance for Russian National Defense and State Security”, highlighted applications considered by the FAS Russia and focused on the Federal Law of July 31, 2020 No. 255-FZ “On Amendments to the Federal Law No. 57-FZ”, which made clarifying changes to the concept of “control of a foreign investor” (Article 3 of the Federal Law No. 57-FZ), signs of control (Article 5 of the Federal Law No. 57-FZ), as well as to Article 5 and Article 7 of the Federal Law No. 57-FZ.
