FAS HAS DEVELOPED PROTECTION MEASURES FOR CITIZENS RESETTLED FROM UNSAFE HOUSING FROM OVERPAYMENT FOR HOUSING AND COMMUNAL SERVICES

The protection measures were prepared following the results of the “Direct Line” of the President of the Russian Federation

The Antimonopoly Service has prepared amendments to the decree of the Government of the Russian Federation “On amendments to the Basis for the formation of indices of changes in the amount of citizen’s fees for utilities in the Russian Federation”. The amendments were developed following the results of the “Direct Line” of the President of the Russian Federation.

The project plans to extend the effect of limit indices to payments of citizens who have moved to new housing as part of the implementation of the targeted program for the resettlement of citizens from the unfit housing facilities.

The change is designed to protect citizens who are relocated from emergency housing from overpaying for utilities and to exclude the possibility of an increase in the cost of utilities for them higher than in neighboring houses.

The state limits the growth of tariffs for utility resources by setting the maximum indices of changes in the payment for utility services made by citizens.

Application of limit indices ensures an increase in the amount of citizens ' payments for utilities by no more than the established value of the limit index. This mechanism is the only tool for curbing the growth of tariffs and, therefore, has the most important socio-economic significance for the country as a whole and for all consumer citizens.
