RESOLUTIONS ON FREE GASIFICATION WERE ADOPTED BY THE GOVERNMENT

Now a request for gasification can be submitted through a multifunctional centre or the portal of public services

According to the order of the President of the Russian Federation, the FAS Russia has developed draft resolutions of the Government of the Russian Federation that directly provide for the possibility of free gasification [1]. The resolutions were signed on September 13 [2].

Among the others, the documents provide for simplifying the procedure for submitting a request for connection to gas networks. Now it will be possible to do this through the multifunctional centre, the portal of public services and a personal account on the website of a single or regional gasification operator.

Moreover, the standard application form has been corrected. The possibility of obtaining a comprehensive connection service at the application submission stage is provided by the resolution. That is, if the applicant wishes, the standard form of the contract will include construction activities both before and inside the boundaries of the land plot [3]. We are talking about the construction of a gas consumption network, the installation of gas-using equipment and metering devices. 

It should be noted that citizens who have entered into connection agreements between April 21, 2021, and before the amendments come into force will also be entitled to a refund under gas connection agreements. At the same time, the period of implementation of measures to connect within the framework of social gasification will be determined by gasification programs, which are approved by the heads of regions.
