PUBLIC COUNCILS UNDER THE FAS RUSSIA AND ROSRYBOLOVSTVO HELD THE FIRST JOINT MEETING
The participants discussed the prospects of antimonopoly regulation of the fishery sector
The FAS Russia seeks to ensure transparency in the regulation of the fishing industry and create clear and stable operating rules for all market participants, which will help create a competitive environment that is attractive for investors. It was stated by Gennady Magazinov, Deputy Head of the FAS Russia during a joint meeting of the Public Council under the FAS and the Public Council under the Federal Agency for Fishery.
During the event, the participants discussed key issues of antimonopoly regulation of the fishery sector, relating to the principles of granting the right to harvest (catch) aquatic biological resources, pricing and exchange trade in aquatic biological resources.
Oleg Korneev, Head of the Department for Control over Construction and Natural Resources of the FAS Russia, spoke about the outlook for the development of competition in the fishery sector. According to him, one of the ways to develop competition is distribution of quotas at auctions. For this purpose, the antimonopoly service proposes, after the expiration of the existing contracts, to switch from the current “historical” principle of the distribution of rights to the extraction of aquatic biological resources to the distribution of rights at auctions in electronic form.
During the meeting, Elena Tsyshevskaya, Head of the Department for Regulation over Fuel-and-Energy Complex and Сhemical Industry, said that the authority proposes to use exchange trading as one of the mechanisms for reducing the chain between the fish producer and the end consumer, as well as establishing an exchange indicator of the price of fish products.
