FAS RUSSIA HAS VERIFIED COST VALIDITY OF THE PCR TEST FOR CORONAVIRUS INFECTION

Particularly according to the results of the inspection it was found that studies for a new coronavirus infection are carried out in 1,254 medical organizations, of which 960 (77%) are state-owned. In the territory of 23 subjects (27%) the PCR testing is carried out exclusively in state laboratories, commercial laboratories do not provide this service.

The cost of a standard service (24 hours, only in the office) varies depending on the region and ranges from 440 rubles (Central Federal District, North Caucasus Federal District) to 3483 rubles (Ufa). The actual average cost of the PCR testing in Russia is 1345.55 rubles (calculated taking into account the average values determined for each federal district, excluding biomaterial sampling services, the cost of which on average in the country ranges from 250 to 350 rubles).

In a number of regions the amount of paid services in state laboratories exceeds the average standard of financial costs for paying for medical care within the framework of the implementation of the basic health insurance program. In this regard, the FAS Russia considers appropriate to recommend subjects to analyze tariffs for the PCR studies and biomaterial sampling in state laboratories and ensure that prices are brought into compliance with the specified standard, taking into account the differentiation coefficient established for the subjects of the Russian Federation.

Based on the results of the inspection, the FAS Russia will also develop a methodology for setting recommended marginal prices for the PCR testing in private laboratories.

Besides, in order to promote competition the FAS Russia considers it appropriate to ensure the measures to expand the presence of commercial laboratories (in subjects where commercial laboratories are absent or singular).
