IRKUTSK COMPANY SPB SOYUZSTROY WAS FINED 33.7 MILLION RUBLES FOR PARTICIPATION IN THE ROAD CARTEL

Earlier, the Irkutsk Regional Office of FAS recognized the Municipal Unitary Enterprise Irkutskavtodor, SPB Soyuzstroy LLC, Soyuz-Grad LLC, StroiKo LLC, Sibavtostroy LLC, Hermes LLC and Municipal Unitary Production and Operational Enterprise Gorzelenkhoz violated antimonopoly legislation*. The restriction of competition led to the maintenance of prices at auctions for the maintenance and repair of highways in Irkutsk in 2018-2019.

The Municipal Unitary Enterprise Irkutskavtodor became the winner of these auctions due to the implementation of a cartel agreement with other participants in the procurement proceedings. Along with other competitors, the company SPB Soyuzstroy refused to actively compete when submitting price proposals, as a result of which the company was recognized as the winner with a minimal decrease in the initial maximum contract price. Subsequently, the municipal enterprise involved them in the execution of municipal contracts without conducting competitive procedures.

The company SPB Soyuzstroy was fined 33,656,240 rubles**.
