FAS PROPOSED TO EXTEND THE VALIDITY PERIOD OF INDIVIDUAL PRODUCT YIELD STANDARDS FOR FISHERY ENTERPRISES

Gennady Magazinov noted the strategic importance of the fishing industry for the food security of the state. According to him, in the current economic conditions, FAS is committed to ensure transparent, socially oriented pricing for socially significant goods, which include fish products.

Russian Federal Research Institute of Fisheries and Oceanography (VNIRO) provides services to fishing enterprises for the development of individual standards* for the output of fish products and occupies a dominant position in the market. According to the agency, it creates conditions for a possible increase in prices.

As a measure to support entrepreneurs, FAS proposes to consider the possibility of automatic prolongation of already approved individual output standards for one year, by analogy with the mechanism established by the Decree of the Government of the Russian Federation No. 353.** This measure will contribute to reducing administrative barriers in the industry and will allow fishing enterprises to reduce costs.

Another topic for discussion was the development of mechanisms for the sale of fish products on the stock exchange. In 2021, the St. Petersburg International Commodity Exchange successfully launch exchange trading in aquatic biological resources in a pilot mode. FAS believes that an increase in the sale of fish products on the stock exchange will contribute to balancing and saturation of the domestic market, will allow tracking goods all the way from the manufacturer to the buyer, minimize risks for the participants of the transaction and provide an additional sales channel for entrepreneurs.

The members of the expert council also outlined a list of relevant issues for the industry that will be worked out at subsequent meetings.
