FAS AND ROSTURIZM HAVE PREPARED RECOMMENDATIONS FOR COMPETITIONS FOR THE DISTRIBUTION OF SUBSIDIES FOR THE DEVELOPMENT OF TOURISM
According to FAS and Rosturizm, when holding a competition for subsidizing public and entrepreneurial initiatives for the development of domestic and inbound tourism, regions should be guided by a number of recommendations. In accordance with them, the organizers of the competitions need to regulate the procedure for consideration and evaluation of applications by the competition commission, as well as the conclusion of grant agreements and the calculation of the grant amount provided to each winner of the competition.
For example, the organizers are recommended to set reasonable deadlines for accepting applications for participation, specify in the competition regulations the list of documents that the application must contain, regulate the rights and obligations of the members of the competition commission. The criteria for evaluating applications should be clearly formulated. In accordance with the recommendations, the organizers of the competitions need to request information from the members of the competition commission about the existence of a conflict of interest.
The authorities also recommend the organizers promptly post on the Internet all the information necessary for the participants, in particular: the start and end dates of applications, the conditions for participation in the competition, the list of documents that the application should contain, the results of the evaluation of applications indicating the assigned points.
FAS reminds that in case of detection of violations of antimonopoly legislation during competitions, participants have the right to send an official appeal to the agency.
The joint work of FAS and Rostourism is aimed at creating transparent mechanisms and ensuring equal conditions for the distribution of state subsidies for the development of tourism in Russia. This is a necessary requirement for protecting competition and, as a result, will improve the quality and accessibility of tourist services.
