FAS HAS SUBMITTED TO THE GOVERNMENT OF THE RUSSIAN FEDERATION A BILL ON THE SUPPORT OF OUTDOOR ADVERTISING OPERATORS

The representative of FAS noted that the Authority proposes to adjust the rules concerning the specifics of contracts for the installation and operation of advertising structures in 2022.

Currently, their owners are suffering losses associated with mass refusals of advertisers to place ads on advertising structures. At the same time, they continue to pay for the installation and operation of these structures under contracts concluded with regional authorities and local governments.

The Authority proposed to reduce the amount of payments under the relevant contracts for a period of no more than one year, as well as extend the validity of contracts and permits for the installation and operation of advertising structures for one year without bidding.

Ms. Karina Taukenova noted that FAS is also ready to consider and discuss other proposals of the business community on measures to support the advertising industry.

At the end of the presentation, the speaker summed up the results of the work of the Authority for supervision in the field of advertising for 2021. Last year, FAS considered more than 17 thousand applications for non-compliance of advertising with the legislation. The leader in the number of requests from citizens is spam advertising. In the near future, the Authority and telecom operators will launch a service to file a complaint about undesirable advertising.

There is a tendency to decrease the number of violations of unethical advertising*. In 2020, such violations accounted for 3% of the total, in 2021 – 1%. Joint work with the Association of the Marketing Industry “Advertising Council” will allow to exclude such violations in the future.
