FAS: IT IS NOT PERMITTED TO REQUIRE FROM DEVELOPERS DOCUMENTS NOT PROVIDED FOR BY THE APPROVED LIST

Previously, there were separate lists of procedures for each type of object (in the field of housing construction, construction of non-residential facilities, water supply, sanitation, electric grid facilities, heat supply networks).

With the participation of FAS the Government of the Russian Federation adopted a unified list of documents, information, materials, and approvals necessary for construction.* Duplicate, redundant and outdated provisions are excluded from it. In the future, the list will be finalized.

Reducing and optimizing unnecessary and outdated requirements and approvals when obtaining documents will reduce inefficient costs and shorten the construction time of facilities. In addition, the reduction of administrative barriers contributes to the development of competition in the construction sector.

FAS recalls that the requirements of state authorities and network organizations for the provision by the developer of documents, information, materials and approvals in excess of the adopted list during the approval of the construction procedure are illegal. FAS monitors compliance with this prohibition, as well as the procedure for carrying out the activities necessary to obtain documents.

Administrative liability measures will be taken against officials who commit violations.
