EXPERT REVIEW OF WATER TARIFFS WILL BE CARRIED OUT IN DIGITAL FORMAT

Ministry of Justice of the Russian Federation has registered an order* of FAS Russia on automated tariff regulation services

Regulators annually make more than 71 thousand tariff decisions just in the areas of heat, water supply and sanitation, MSW management and electric power industry.

Digitalization of the process of setting prices for utilities will ensure a unified approach to tariff decision-making and end-to-end automatic verification of most of the parameters with the prevention of violations.

FAS Russia has developed unified electronic forms of expert opinion in the field of water supply and sanitation, to be applied throughout the country. Such forms take into account various regional practices and approaches in tariff regulation, combining objectively established features of the subjects of the Russian Federation.

The formation of expert opinions based on the Unified Information-Analytical System (UIAS) of FAS Russia will ensure their interaction and integration with data from other monitoring and analytical reporting forms. It will allow to monitor tariff parameters in real time, conduct a retro and prospective analysis of the economic parameters of tariff solutions in each subject of the Russian Federation and across the country as a whole.

The unification of the forms of expert opinion will help to introduce the preventive control function through the “Federal Tariff Traffic Light” tool, which will compare the costs of regulated organizations with the “reference costs” before the final tariff decision is made.

The introduction of unified electronic forms of expert opinion will improve the quality, openness and transparency of tariff decisions made by the regions, and prevent possible violations of current legislation.
