FAS IMPOSED A FINE OF 230 MILLION RUB ON THE PARTICIPANTS OF THE ROAD CARTEL
Companies should pay this amount for the conclusion and implementation of an anticompetitive agreement at the auction
In April 2022, FAS Russia stated that Stroydorservice LLC and Khabarovsk Dorsnab LLC have violated antimonopoly legislation*.
FAS Russia found that the companies entered into cartel agreement in order to maintain prices at auctions for the construction and maintenance of highways in Khabarovsk and Primorsky Territories. Trade procedures were carried out, including, during the implementation of the national project “Safe and High-Quality Roads”. The value of the concluded government contracts amounted to over 9 billion rubles.
For the conclusion and implementation of a cartel agreement, turnover fines were imposed on organizations in the total amount of 229,994,640 rubles**.
Currently, law enforcement agencies are considering the initiation of a criminal case on the grounds of a crime under the Article 178 of the Criminal Code of the Russian Federation.

The fines for each of the organizations amounted to:
183,910,280 rubles for Stroydorservice LLC;
46,084,360 rubles for Khabarovsk Dorsnab LLC.
