The operator of commodity deliveries will ensure the transfer to an electronic format of the entire document flow, which is associated with the supply of exchange goods and the automation of the process of mutual settlements between the parties

This project will make it possible to implement fuel, control and accounting of commodity supplies in this segment.

The proposed technology is unique for the Russian Federation and has no analogues in the world.

FAS Russia recommends vertically integrated companies to conclude exchange contracts on a regularly on the basis of supply at the refinery on the terms of delivery "free-wagon departure station of the operator of commodity supplies".

In the small wholesale segment, oil companies, traders (brokers) and other organizations that sell fuel from oil depots can become sellers.

The main consumers include independent gas stations, industrial enterprises, farmers, transport companies, carriers, construction companies, etc.

In this segment, the transportation of petroleum products is carried out by car from the tank farm to the final buyer.

Small wholesale trade is one of the important links in providing oil products to the population and business, especially in various climatic and geographical conditions. For example, this mechanism may be in demand for consumers in the Far North and the Far East.

The development of exchange trading for this part of the commodity market of petroleum products will allow the formation of market markers and ensure increased transparency of transactions through digitalization.
