HEAD OF FAS RUSSIA OUTLINED TASKS OF THE AUTHORITY FOR THE MEDIUM TERM

These include digitalization of tariff regulation, increase of competitive procedures in public procurement, combating cartels and work on priority saturation of the domestic market

Maxim Shaskolskiy, Head of FAS Russia, and Alexey Bogdanov, Minister of Antimonopoly Regulation and Trade of the Republic of Belarus, discussed topical issues of competition protection and development within the framework of the Antimonopoly Forum.

Head of FAS Russia spoke about the work of the authority in digital markets. The agency has conducted a number of investigations against Google, Apple, Booking. As a result, a fine of 2 billion rubles was imposed on Google, 1.3 billion rubles – on Booking, which the organization has already paid to the federal budget.

Currently, the service does not record new violations, but monitors the actions of participants in digital markets.

Maxim Shaskolskiy informed about the terms of the remedies issued to the VK and Yandex. Companies must maintain the amount and procedure for the formation of remuneration for access to aggregator services for three years. It is done so that restaurants do not face an increase in delivery prices. Companies need to coordinate any price changes with the FAS Russia.

The regulation also contains a requirement for equal treatment of Yandex to couriers who cooperate with other aggregators. According to the agency, it will ensure the possibility of free switching of couriers between services.

Besides, Head of FAS Russia noted that the introduction of parallel imports in the Russian Federation makes it possible to develop competition and fill the domestic market with the necessary goods.

The issue of the priority of the domestic market is also one of the tasks of FAS Russia. It recommended companies in the field of petro chemistry, mineral fertilizers and coal industry to establish in trade policies the rejection of foreign indicators and to prioritize the supply of products to the domestic market.
