FAS: 33 MUNICIPALITIES SWITCHED TO THE ALTERNATIVE BOILER HOUSE METHOD IN 5 YEARS

Vitaly Korolev, Deputy Head of FAS Russia, told this during the Russian Energy Week

Application of the "alternative boiler house" method provides for the deregulation of the heat supply sector – all contractual relations are based on the price determined by the agreement of the parties. Only the limit price is set – so-called price of an "alternative boiler room", above which the cost cannot be set.

Deputy Head of FAS Russia also noted that the draft Strategy of the construction industry and housing and communal services until 2030 defines a set of tools necessary for the implementation of long-term goals in this area of the economy. These include investment programs, which are program-planning documents for the modernization of municipal infrastructure facilities. The volume of implementation of investment programs for 2021 amounted to 68% in water supply, 74% in sanitation, 86% in heat supply.

Vitaly Korolev said that at the expense of the National Welfare Fund, organizations can take long-term loans for projects to modernize municipal infrastructure. Funds for the implementation of such projects are allocated by the Housing and Utilities Reform Assistance Fund in the form of loans at 3% per annum for a period of 25 years. The number of participants who can receive loans for the construction and reconstruction of housing and communal services has also been expanded. The relevant resolutions of the Government of the Russian Federation were adopted in 2022.

Another mechanism for updating the housing and communal services infrastructure is the long-term indices of payments of citizens. For the period 2022-2024, three regions used this tool and attracted additional investments: the Republic of Tatarstan in water supply and sanitation 2.24 billion rubles, the Tyumen region in heat supply, water supply and sanitation 7.46 billion rubles, the Moscow region in heat supply – 11.7 billion rubles.
