FAS: IN 2022 WE DEVELOPED MEASURES TO SUPPORT HOUSING AND UTILITIES AND THE ELECTRIC POWER INDUSTRY

It was announced by Maxim Shaskolsky, Head of FAS Russia, at the All-Russian Tariff Conference

For continuous secure provision of services in the electric power industry, heat supply, water supply and sanitation, the Government of the Russian Federation has adopted a number of documents on the non-application of tariff effects for non-fulfillment of investment programs.

Restrictions on the use of fees for the negative impact on the implementation of production programs in the field of sanitation were also lifted.

These measures will allow organizations to accumulate and redistribute funds, perform the most important and necessary repair activities. At the same time, the use of these funds will be analyzed by regulatory authorities when adjusting tariffs.

Head of FAS Russia said that it is planned to build a new tariff calendar – the routes of technical inspection of engineering systems, updating schemes, approving investment programs and setting tariffs will be synchronized. It will allow the regions to form marginal indices of citizens' fees for utilities already taking into account the investments planned in the region in communal infrastructure.

FAS Russia also carried out measures to digitalize the entire process of tariff regulation – from filing a tariff application to making a decision. In the same direction, FAS Russia has developed Disclosure Standards in the housing and communal services, which provide for a complete departure from paper media.

This year, FAS Russia has been given new powers of the chief administrator of budget funds to compensate for the loss of income that arose due to the establishment of electricity tariffs below an economically reasonable level. The measure will prevent the growth of tariffs for its transmission services. From 2023, the service will determine the amount of subsidies for a number of regions.

Maxim Shaskolsky said that in 2022, 125 applications for consideration of disputes and disagreements in the field of tariff regulation were considered, in 2021 – 136.

In conclusion, Head of FAS Russia said that following the results of the conference, the Presidium of FAS Russia will prepare and send to the regional authorities explanations of legislation in the field of tariff regulation.
