FAS: TECHNICAL SOIL CAN REDUCE LANDFILLS

The Government of the Russian Federation approved amendments to the legislation prepared by FAS Russia

Regional operators had no economic incentive to process organic waste into technical soil before the changes were adopted.

The document contains the principle of "‎tariff in return for investment" – tariff is not increased, but there is an internal redistribution of its cost structure.

In addition to the economic one, an environmental incentive is provided – the more the company will recycle organic waste, the less will be the amount of waste sent to landfills. In this case, the organization saves on the purchase of technical soil from third parties, since it produces technical soil on its own.

The organization can use the resulting savings to create modern waste recycling complexes.

Companies will have to submit materials to the tariff regulatory authority justifying the cost of acquiring and producing technical soil for inclusion in the tariff.

The produced technical soil is used for insulation of solid municipal waste layers. Its main goals are to reduce the number of waste fires, odors as well as the number of birds attracted by the landfill, which pose a threat to air traffic.
