STATE DUMA IN THE FIRST READING ADOPTED FIFTH ANTIMONOPOLY PACKAGE DEVELOPED BY FAS RUSSIA

The draft law is aimed at preventing abuse of a dominant position by the owners of digital platforms

According to the document*, the prohibition is applied to the abuse of a dominant position by marketplaces and aggregators if they have a significant impact on adjacent markets and their revenue for the last calendar year exceeds 2 billion rubles.

A new condition is also being established for antimonopoly control over transactions of economic concentration in commodity markets. If the draft law is adopted in the current version, FAS Russia will have to approve transactions exceeding 7 billion rubles.

The adoption of the draft law will allow to form legal mechanisms to counteract "digital cartels" and will ensure the protection of consumers from abuse of market power by digital platforms.
