REGIONS CAN GET ADDITIONAL FUNDS TO UPGRADE HOUSING AND COMMUNAL SERVICES

For this purpose, FAS Russia proposes to introduce changes to the procedure for approving amendments to concessions.

The Authority has developed two documents that are synchronized with the draft Rules for Providing Financial Support at the Expense of the Territorial Development Fund. They are aimed at accelerating the implementation of measures to modernize housing and communal services.

The first document allows to include a basis for the antimonopoly authority to approve changes to the concession. Now, if its parameters have already been approved, and the regional program for the modernization of municipal infrastructure provides for new measures, then FAS Russia or its Regional Offices does not have such a basis.

The second document provides similar provisions for regional tariff authorities and their ability to approve changes of the concession in terms of long-term parameters for regulating the contractor's activities for the reconstruction and modernization of housing and communal services facilities.

According to the FAS Russia, the proposed measures will accelerate the implementation of the "infrastructure menu" program, which has created additional opportunities for the comprehensive development of territories.

Thus, the flow of funds to the real sector of the economy will accelerate, which will allow the necessary work to be carried out faster.

The Authority notes that the allocated funds of the Territorial Development Fund will be under control through treasury support, which allows monitoring the entire chain of their spending. It will ensure the targeted use of money for the renewal of heating mains and water pipes.

The result of the taken measures will be an increase in the reliability and quality of the provision of public utilities by reducing depreciation and accidents.
