It was announced by Vitaly Korolev, Deputy Head of FAS Russia, at the final meeting of the Board of the State Committee of the Republic of Tatarstan on Tariffs

In 2022, FAS Russia focused on support measures in the areas of housing and communal services, electricity and gas supply. Therefore, regulated organizations accumulated funds, redistributed them and carried out the most important and necessary repair activities.

At the same time, the use of funds from investment programs for the reconstruction and modernization of facilities will be analyzed when adjusting tariffs.

Deputy Head of FAS Russia also noted that the work of the authority in terms of social gasification made it possible from July 28, 2022 to reduce the number of overdue gas connection contracts from 97 thousand to 1,418 by December 31, 2022.

Last December a decree of the Government of the Russian Federation there was adopted, which extends the Social Gasification Program to medical and educational organizations. They will be able to bring gas to the boundaries of land plots free of charge. According to preliminary estimates, 1,750 medical institutions in Russia (38 in the Republic of Tatarstan), 1,860 educational institutions (22 in the Republic of Tatarstan) can take advantage of this opportunity.

In conclusion, Vitaly Korolev defined the tasks in the field of tariff regulation for 2023. These included the creation of a synchronized system of tariff regulation, which is based on the needs for modernization of housing and communal services, as well as control over the implementation of investment measures. Another task is the introduction of regulatory agreements as an additional tool to ensure the return on investment.

In the field of digitalization, the main tasks were the transition to a flexible model of tariff planning and synchronization of programs for integrated development of territories with schemes of electricity, gas, heat, water supply and sanitation, the sphere of solid household waste management.
