GOVERNMENT DECREE ON FREE GASIFICATION OF EDUCATIONAL AND MEDICAL INSTITUTIONS CAME INTO FORCE

It concerns kindergartens, schools, polyclinics, hospitals, paramedic and obstetric stations, general practitioners' offices and outpatient clinics located in gasified locations

Such institutions will no longer have to pay for the construction of a gas pipeline to the borders of the land plots on which they are located, as well as for the connection of buildings to gas distribution networks (gas start-up and plug-in).

To simplify the procedure, unified forms of connection documents are introduced – application, contract, technical conditions.

All documentary work will be carried out by the gas distribution organization, and the Unified and regional gasification operators will monitor the conclusion of such contracts.

 

Changes in the sphere of tariff regulation are also envisaged, which entered into force on March 1, 2023.

At the first stage, gas distribution organizations need to contact the regional regulatory authority to form an expert opinion. For this purpose, FAS Russia has approved the standard form of this document, which will be prepared in electronic form though Federal State Information System "Unified Information and Analytical System".

After receiving this document, the organization must contact the authority to establish a tariff. Applications and materials can be sent in digital format.

FAS Russia has shortened the term for setting tariffs for gas distribution organizations – the authority will set the tariff within 30 working days, previously this period was 40 working days.

The same Decree extends the program of social gasification, under which citizens’ households are gasified free of charge.

Now it will be valid indefinitely. It will enable more citizens to carry gas to the site where their houses are located, free of charge.
