FAS ISSUES WARNINGS IN CASE OF VIOLATION OF THE TERMS OF TECHNICAL CONNECTION TO THE UTILITIES NETWORKS

It will ensure the protection of applicants' rights and speed up the connection to utility networks

The law enforcement practice of the authority has shown that even when analyzing public draft contracts for connection, which are posted on the websites of resource-supplying organizations, the authority identifies signs of violations of antimonopoly legislation. It was announced by Irina Kasatkina, Deputy Head of the Department for Housing and Communal Services Regulation, during practical seminar on tariff regulation.

Due to the fact that now the primary task is the construction and reconstruction of housing and communal services facilities, the issuance of warnings is an operational and preventive response measure.

Besides, at the practical seminar, changes in the criteria of network organizations of the utility sector were discussed. The tariff regulatory authorities of the subjects of the Russian Federation have sent reports to FAS Russia on the application of criteria that showed the first results of application.

After analyzing this information, FAS Russia prepared a report with proposals to adjust the existing criteria, including the empowerment of regional tariff authorities to verify compliance with the criteria in the price zones of heat supply.
