FAS REVEALED ROAD CARTEL FOR 24 BILLION RUB
The companies agreed not to reduce the price in 121 procurement procedures
FAS Russia has recognized RostovAvtoDorStroy LLC, Rostovskoye DSU LLC, Taganrog DSU LLC, VolgogradAvtoDorStroy LLC, Tatsinskoye DSU LLC and T-Trans LLC as violating antimonopoly legislation*.
It should be reminded that in September 2022, on the basis of previous unscheduled on-site inspections, jointly with law enforcement agencies, the authority initiated an antimonopoly case against 6 organizations of the Rostov and Volgograd regions.
The companies entered into an anticompetitive agreement and as a result limited competition in 121 trading procedures. Auctions were held for the construction, repair (including major renovation), reconstruction and maintenance of public roads of federal, regional, inter-municipal and local importance. We are talking about highways in the Rostov region, Volgograd Region and the Republic of Adygea.
Part of the funds for the work was allocated within the framework of the national project Safe High-quality Roads.
The total amount of the initial (maximum) contract prices was 24,153,421,244 rubles.
Organizations face turnover fines in accordance with the Code of Administrative Offences of the Russian Federation**. Besides, the antimonopoly case files will be transferred to law enforcement agencies to resolve the issue of initiating a criminal case.
