FAS PREVENTED GROWTH OF WATER SUPPLY TARIFFS IN THE ARKHANGELSK REGION

FAS Russia denied the request of municipal enterprise Gorvodokanal to include additional expenses in the approved tariff

FAS Russia considered the application of the Gorvodokanal ME on disagreements with the Agency of Tariffs and Prices of the Arkhangelsk region. The subject of consideration in the framework of the pre-trial settlement of the dispute was the validity of the inclusion of additional funds in the tariffs for drinking water supply services.

Gorvodokanal ME applied to the regional tariff authority with an application to include in the tariff the cost of renting a vessel for dredging in the amount of 4.6 million rubles, but was refused.

FAS Russia, as part of the pre-trial settlement of disagreements, analyzed the economic feasibility of costs. The authority has found that there are no grounds for additional accounting of funds. In addition, the implementation of measures for the protection of water bodies is within the competence of the subjects of the Russian Federation and is carried out at the expense of subventions from the federal budget*.

As a result of consideration of the dispute, FAS Russia supported the position of the Agency of Tariffs and Prices of the Arkhangelsk region and refused Gorvodokanal ME to include the costs for additional expenses in the tariff.
