OFFICIAL POSITION REGARDING COMPLIANCE WITH THE PROHIBITION OF COMBINING ACTIVITIES IN THE FIELD OF ELECTRIC POWER
In view of published in the media information materials about the separation of Rushydro PJSC, FAS Russia informs
The authority does not propose to divide Rushydro PJSC into two parts – electric grid and generating.
It is about defining an action plan for the company's grid assets, which are currently part of the group of persons of Rushydro PJSC, due to the need to comply with the condition on non-overlapping of natural monopoly (transmission) and competitive (production and sale of electricity) activities within the boundaries of price zones provided for in the Article 6 of Law 36-FZ.
Subsidiaries and affiliates DEK PJSC, DGK JSC, DRSK JSC, Yakutskenergo PJSC operate in a non-price zone, where the ban on combining activities does not apply.
Currently, the issue of the transition of the regions of the Far East from a non-price to a price zone is being worked out to attract private investment and upgrade existing equipment in the field of electric power.
Besides, a roadmap has been adopted on the extension of competitive market pricing mechanisms for electricity and capacity in the Far East.
The authority notes that it only affects subsidiaries and affiliates in the Far East, rather than all the Russian Federation.
FAS Russia notes that when making decisions on the transition to market pricing from the state tariff regulation, an assessment of price consequences will be carried out in order to protect consumers.
The authority draws attention to the fact that the planned changes will not affect households – tariffs for citizens will continue to be fully regulated.
