FAS DISCUSSED THE FIASIBILITY OF INTRODUCING A MAXIMUM AGGREGATE CATCHING LIMIT FOR CERTAIN TYPES OF AQUATIC BIOLOGICAL RESOURCES

A meeting of the Expert Council on the Development of Competition in the Field of Fisheries was held at the site of the Authority

In accordance with the adopted amendments to the Federal Law "On Fisheries and Conservation of Aquatic Biological Resources"* the distribution of investment quotas is carried out by allocating additional allowable volumes of catch of aquatic biological resources (ABR) and updating the production funds of the fisheries complex.

In order to exclude monopolization of the extraction of certain types of bio resources, the law establishes the right of the Government of the Russian Federation to set the maximum aggregate size of the share of the total allowable catch in respect of individual ABR, which can be assigned to a person or group of persons.

Based on the results of the discussion, the Authority invited the participants of the Expert Council to present their positions on the feasibility of introducing such a mechanism.

The meeting also raised the issue of establishing minimum volumes of exchange sales of certain types of products, including fish.

Currently, active work is underway to create and develop exchange trading on various commodity markets, including trading in frozen fish products and products from other aquatic biological resources. It enables forming new sales channels for products, as well as creating competitive conditions between sellers.

The establishment of minimum volumes will allow to intensify the development of trading, increase the number of transactions, and, therefore, the volume of sufficient liquidity for the formation of price indicators for frozen fish products.

Besides, the members of the Expert Council discussed the issue of Pacific salmon exports and the need to limit it. The participants outlined their proposals, which will be studied and worked out.
