ANDREY BELOUSOV NOTED THE ROLE OF FAS IN THE ANTI-CRISIS MANAGEMENT

First Deputy Prime Minister of the Russian Federation delivered a welcoming speech to the participants of the Final Annual Meeting of the Collegium of FAS Russia

As Andrei Belousov noted, the efforts of the authority in 2022 were aimed at stabilizing socially significant commodity markets and ensuring the availability of goods and services for citizens. The daily work of the authority and the Government of the Russian Federation with retail chains and manufacturers allowed to stabilize the situation, prevent a significant increase in prices and a reduction in the range of goods.

Besides, the First Deputy Prime Minister of the Russian Federation noted that with the active participation of FAS Russia, a parallel import mechanism was launched. Today, it ensures the market saturation with goods, as well as creates incentives for the development of small and medium-sized businesses and the job creation.

In addition, FAS Russia conducted a tariff campaign in a short time – in particular, it allowed Russian Railways JSC to continue implementing the investment program, including the development of the Eastern Polygon. The analysis of pricing for transport services and its impact on the final price of products are analyzed on an ongoing basis, including in the air transportation market. All this allows to maintain the stable operation of the transport complex, protect the interests of businesses and citizens.

Furthermore, the First Deputy Prime Minister of the Russian Federation highlighted the achievements of the authority in terms of optimizing the mechanism of public procurement, combating cartels, regulating socially significant markets.

In conclusion, Andrei Belousov outlined the key areas on which the authority needs to focus this year:

-       control over the economic validity of tariffs;

-       control of digital monopolies;

-       suppression of abuses by unscrupulous participants in commodity markets;

-       further development of exchange trading and over-the-counter indices;

-       ensuring the sustainability of the public procurement system and maintaining competition at auctions;

-       development of the institution of antimonopoly compliance;

-       continuation of the implementation of the National Plan for the Development of Competition in the Russian Federation for 2021-2025 approved by the Government of the Russian Federation.
