Andrey Sharonov, Chairman of the Public Council of FAS Russia, opened the session. The position on the issues of the agenda was presented by Gennady Magazinov, Deputy Head of FAS Russia, and heads of departments.

In accordance with the Trade Act* non-stationary trading facilities (NTOs) may be located on land property, buildings, and structures in state or municipal ownership.

At present, local self-government bodies determine the peculiarities of granting NTBs to economic entities. They also develop a scheme for the placement of NTOs and determine the conditions for the formation of rent.

In addition, within the framework of the event the issues of compliance with equal conditions of competition of SMEs and self-employed citizens, as well as the state fee for granting or extending the license for retail sale of alcohol products.
