FAS REVEALED 15,815 VIOLATIONS DURING PUBLIC PROCUREMENT IN FIRST HALF OF 2023

Most of them were identified in posting information in the UIS (Unified Information System) in violation of the requirements, as well as establishing improper requirements for participants

FAS Russia summed up the results of control activities in the field of procurement for 6 months. Thus, in the first half of 2023, FAS Russia recorded a 45 % increase in the number of considered complaints compared to the same period in 2022 (23,655 in 2023 and 16,307 in 2022). This is due, among other things, to an increase in the number of placed procurements, as well as a significant decrease in the number of returned complaints (4,209 complaints in 2022 against 2,346 complaints in 2023).
 
In addition, in the first half of 2023, 10,177 complaints (43 % of the considered complaints) were recognized as justified (including partially).
 
At the same time, the authorityalso identified the most common violations in the application of Government Decree No. 2571*. These include not applying the Decree at the time when it is provided for by its respective position (for example, the purchase of cleaning services), combining various positions of the Decree into one lot.

Also, among the frequently occurring violations, FAS Russia identified the admission to the procurement of participants who do not have the relevant experience (for example, the procurement participant submitted a contract for the construction of several facilities, each of which is not suitable in terms of amount) and refusal to admit to participation in the procurement on grounds not provided for by the Decree.
