FAS PRESENTED ANALYSIS OF MONITORING AND EVALUATION OF COMPETITION IN THE PUBLIC PROCUREMENT SYSTEM

The system allows to analyze the competitive environment in each region by several indicators

According to the results of the analysis for 2022, FAS Russia has identified twelve of the best regions of the country in terms of competition in public procurement. These include the Ulyanovsk, Kaliningrad, Lipetsk, Kaluga, Novosibirsk, Tambov, Chelyabinsk regions, Sevastopol, Khanty-Mansi Autonomous Area, the Republics of Tatarstan, Bashkortostan and Komi. Maxim Shaskolsky, Head of FAS Russia, told about it at the All-Russian Procurement Conference.

According to the authority, the monitoring system will provide a comprehensive assessment of the business climate of the state and municipal procurement market, as well as reflect the results of the activities of the authorities for the development of competition in the region. In addition, the analysis of competition in the field of public procurement will improve the exchange of positive experiences between regions, support and development of best practices, and contribute to the interaction of the state and business.

Maxim Shaskolsky also spoke about the analysis of the EIS data conducted by FAS Russia on the average number of applications received for competitive procedures. The authority pays special attention to those ten regions where the lowest indicator is obtained.

Currently, FAS Russia is working on a roadmap of measures that will be aimed at correcting the situation with a low number of applications. Work is also being carried out to study the state of competition in certain public procurement markets in a number of regions with a low number of purchase applications. It will attract more entrepreneurs to the state order. The work on assessing competition in procurement in the regions will be continued not only through comparing regions with each other, but also in the context of individual industries.

At the same time, the Head of FAS Russia noted that the increase in the submission of documents showing signs of falsification by procurement participants, which not only contradicts the principles of fair competition, but also entails risks of poor quality contract performance, has become a pressing problem.

For such unscrupulous market participants, FAS Russia considers it necessary to establish liability both by including such participants in the register of unscrupulous suppliers and by imposing fines in the form of a percentage of the initial (maximum) contract price.
