FAS FINED GAS DISTRIBUTION ORGANIZATIONS FOR 168.4 MILLION RUB IN THREE QUARTERS OF 2023

The authority closely monitors interaction between consumers and companies

Within the framework of the All-Russian Tariff Conference, at the session on the issue of technical connection to gas distribution network, FAS Russia reported the main violations that the authority had found when monitoring the process of gasification of regions.

FAS Russia revealed 506 violations in 3 quarters. The main ones are delaying the timing of gas connection, unjustified refusal or evasion from concluding a contract and imposing unfavorable conditions. The authority and its regional offices take immediate response measures if the rights of citizens and small businesses are violated.

Currently, the level of gasification of the regions is 73.1 %. In addition, on March 1, 2023, the Resolution of the Government of the Russian Federation on free additional gasification of educational and medical institutions came into force. It will further increase the level of gasification.

As of October 2023, the number of boiler houses that provide heat to social facilities has amounted to 1950, of which 747 applications for connection to gas were submitted. For the rest ones the joint work is underway by the authority.

Besides, since September 1 this year, the rules for non-discriminatory access of technical connections to main gas pipelines have come into force. An exhaustive list of documents for connection to the main gas pipeline, the procedure for setting the connection fee by FAS Russia, as well as the sequence of actions of all participants  of grid connection are being introduced.
