FAS WILL WORK ON ATTRACTING INVESTMENTS IN THE HOUSING AND PUBLIC UTILITIES SECTOR

It will allow to build new facilities in the utility sector of the economy

Within the framework of the All-Russian Tariff Conference, the participants discussed the issues of attracting additional funds for infrastructure modernization.

FAS Russia plans to continue working on this issue within the framework of the Expert Council in the Field of Housing and Utility Services jointly with regional tariff authorities, regulated organizations and the expert community.

Results of the implementation of the "polluter pays" mechanism were presented at the event.

It should be reminded, that based on the results of the control and supervisory activities FAS Russia revealed that regional tariff authorities do not always assess the targeted use by companies of income from fees for the negative impact on the operation of wastewater disposal systems.

At the initiative of the authority, in 2022, the Government of the Russian Federation approved a resolution on the regulation of accounting for tariff regulation of fees for negative impacts on wastewater disposal systems.

It enable to attract 5.5 billion rubles for the modernization of wastewater disposal facilities this year.

In 2023, the growth of investments in the field of wastewater disposal was noted ahead of other regulated areas (+63 % in the first half of 2023 by 2022). In particular, it is connected with the control measures of FAS Russia on the targeted use of funds.

Representatives of the authority also recalled that since September 1, 2023, new standards and forms of information disclosure developed by FAS Russia have entered into force. They will form a complete and reliable database on various parameters. For example, about the state of infrastructure, the volume of services provided and energy consumption. A single block of information will contribute to the formation of an up-to-date program for the modernization of utility infrastructure.
