FAS DETECTED ANTICOMPETITIVE AGREEMENTS IN MSW TRANSPORTATION IN THE SAMARA REGION FOR 31 BILLION RUB

The regional operator and five MSW transporters limited the number of potential bidders

FAS Russia has found that the regional operator for municipal solid waste (MSW) handling in the Samara region, Ecostroyresurs LLC, and MSW transporters: TransResurs LLC, TransEco LLC, Transcom LLC, Dakant LLC and Clean City JSC violated antimonopoly legislation*.

The companies have entered into an anticompetitive agreement. The result of its implementation was the restriction of competition when bidding for the provision of services for the transportation of MSW in the Samara region in 2019-2021.

Besides, FAS Russia recognized the MSW transporters as having violated the antimonopoly legislation: TransResurs LLC, TransEco LLC, Transcom LLC, Dakant LLC and Clean City JSC**.

The organizations have concluded anticompetitive agreement in order to maintain prices at the mentioned auctions.

The total amount of the initial maximum bidding prices, within the framework of which anticompetitive agreements were concluded and implemented, amounted to 31,277,955,460 rubles.

Violators face turnover fines in accordance with the Administrative Code of the Russian Federation***. The materials of the antimonopoly case will be transferred to law enforcement agencies to resolve the issue of initiating a criminal case.

The authority will continue to monitor the situation in the MSW transportation market for the presence of anticompetitive agreements.
