FAS AGREED ON PREFERENCE OF SURGUT AIRPORT JSC IN ORDER TO SUPPORT THE POPULATION OF THE FAR NORTH

FAS limited the price increases for unregulated by state services for ground handling of aircraft to one time per year no more than for inflation rate

Department for State Property Management of the Khanty-Mansiysk autonomous area – Yugra applied to FAS Russia for approval of the state preference. We are talking about leasing a part of the airport complex to Surgut Airport JSC in order to ensure the vital activity of the population in the regions of the Far North and equivalent areas.

The authority found that the company is engaged in airport activities. In addition, the activities of Surgut Airport JSC comply with the certification requirements for the airfield operator.

FAS Russia has determined that the company's activities meet the stated purpose of the preference and has coordinated its provision with remedies. These include the targeting of the facility without transferring the rights to use the property to other persons, preventing the denial of slots to airlines and limiting the duration of the preference for two years.

The authority also introduced a restriction on price increases for unregulated by state services for ground handling of aircraft no more than once a year and no more than inflation rate.

Besides, after the expiration of the preference period, the Department needs to publish on the website for at least 3 months, information on the availability of property, which can be transferred into possession or use through granting a preference. Upon receipt of applications from business entities, the institution must organize the provision of property on competitive terms.

Within a month after the date of granting the preference, the Department is obliged to submit to the authority documents confirming compliance with the remedies imposed.

FAS Russia will monitor compliance with the requirements of antimonopoly legislation when using preferences. When violations are detected, the authority issues an order to take appropriate measures*.
